The father lives in NC and is a known drug user and he abused the mother verbally. the mother left him and moved back to MO to be closer to her parents and sister. he has provided no form of reliable chlid support payments.

If the mother currently has the kids with her then she needs to immediately file for child support so that she can establish herself as primary custodial parent. I would find a lawyer and do this asap!! If the father has the kids with him and then he files she may have a battle on her hands.
